IMPLEMENTASI PERATURAN DAERAH KABUPATEN BANDUNG NOMOR 21 TAHUN 2016 TENTANG PERLINDUNGAN PEREMPUAN OLEH PUSAT PELAYANAN TERPADU PEMBERDAYAAN PEREMPUAN DAN ANAK (P2TP2A) KABUPATEN BANDUNG

Abstract

Kekerasan terhadap perempuan hingga saat ini masih menjadi momok yang menakutkan bagi kehidupan sosial masyarakat dewasa ini. Lestarinya budaya patriarki yang mendorong inferioritas perempuan menjadikan perempuan sebagai sosok makhluk kelas dua dan dianggap pelayan bagi kaum laki-laki. Kasus kekerasan terhadap perempuan dianggap wajar dan bahkan tabu jika terjadi pelaporan. Kondisi tersebut pula lah yang menghinggapi perempuan, khususnya di Kabupaten Bandung. Maka dengan kehadiran Pusat Pelayanan Terpadu Pemberdayaan Perempuan dan Anak (P2TP2A) diharapkan perlindungan perempuan dapat terwujud, khususnya dengan terbitnya Peraturan Daerah Kabupaten Bandung Nomor 21 Tahun 2016. Penelitian ini menggunakan pisau analisis teori Implementasi George Edward III, dan metode yang digunakan ialah metode kualitatif dengan pendekatan deskriptif. Hasil penelitian menyebutkan bahwa melalui aspek komunikasi, disposisi, sumber daya, dan birokrasi, implementasi perda perlindungan perempuan sudah berjalan dengan baik yakni dengan upaya penyadaran pentingnya pelaporan bagi perempuan menyikapi kekerasan perempuan. Hanya saja terkendala pada minimnya sumber daya manusia, serta budaya patriarki yang menjamur. Maka dari itu upaya yang dilakukan ialah dengan pengajuan formasi untuk penambahan SDM pada Kemenpan-RB, serta pelibatan IT dengan menumbuhkan pelayanan aplikasi berbasis online guna meningkatkan pelayanan terhadap pelaporan kasus kekerasan terhadap perempuan.

Violence against women is still a frightening specter for today's social life. The continuation of patriarchal culture that encourages women's inferiority makes women a figure of secondclass beings and is considered a servant for men. Cases of violence against women are considered reasonable and even taboo if reporting occurs. This condition also came to women, especially in Bandung Regency. So with the presence of the Integrated Service Center for Women and Children Empowerment (P2TP2A) it is expected that women's protection can be realized, especially with the issuance of Bandung Regency Regional Regulation Number 21 Year 2016. This study uses the theory of George Edward III about Implementation theory analysis, and the method used is qualitative methods with descriptive approach. The results of the study state that through the aspects of communication, disposition, resources, and bureaucracy, the implementation of regulations on the protection of women has been going well, namely by efforts to realize the importance of reporting for women in responding to violence against women. It's just that it is constrained by the lack of human resources, as well as the mushrooming patriarchal culture. Therefore the efforts made are by submitting formations for the addition of HR to Kemenpan-RB, as well as the involvement of IT by growing online-based application services to improve services for reporting cases of violence against women.
