THE ROLE OF THE CIVIL SERVICE AND HUMAN RESOURCE DEVELOPMENT AGENCY IN IMPROVING THE DISCIPLINE OF CIVIL SERVANTS WITHIN THE TANJUNGPINANG CITY GOVERNMENT

The discipline of Civil Servants (CSs) is one of the key factors in achieving effective governance and delivering high-quality public services. The Regional Civil Service and Human Resources Development Agency (BKPSDM) plays a strategic role in fostering, supervising, and enforcing the discipline of Civil Servants within the Tanjungpinang City Government. This study aims to analyze the role of BKPSDM in improving the discipline of Civil Servants and to identify the factors that hinder its implementation. The study employed a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation, and analyzed using data reduction, data display, and conclusion drawing techniques. The findings reveal that BKPSDM has carried out its role through three forms of organizational roles, namely active, participatory, and passive roles. These roles are implemented through disciplinary guidance, dissemination of regulations, joint supervision with Regional Government Agencies (OPDs) and the Civil Service Police Unit (Satpol PP), the implementation of the SIAP application-based monitoring system, and disciplinary enforcement in accordance with Government Regulation Number 94 of 2021 concerning Civil Servant Discipline. However, the implementation of these roles still faces several obstacles, including limited human resources, low disciplinary awareness among some employees, suboptimal inter-agency coordination, and inadequate supporting facilities. Therefore, strengthening coordination, enhancing the capacity of government personnel, and optimizing the supervision system are necessary to improve the effectiveness of Civil Servant discipline development.
