THE EFFECTIVENESS OF SOLID WASTE MANAGEMENT BY THE ENVIRONMENTAL AGENCY IN BUKIT BESTARI SUBDISTRICT, TANJUNGPINANG CITY

Abstract

Solid waste management is one of the major challenges in delivering public services in urban areas due to population growth, increasing economic activities, and the rising volume of waste generation. This study aims to analyze the effectiveness of solid waste management implemented by the Environmental Agency of Tanjungpinang City in Bukit Bestari District using Duncan's organizational effectiveness theory, which consists of three indicators: goal attainment, integration, and adaptation. This research employed a qualitative approach with a descriptive method. Data were collected through observation, in-depth interviews, and documentation, and analyzed using data reduction, data display, and conclusion drawing techniques. The findings indicate that solid waste management in Bukit Bestari District has not yet been fully effective. The goal attainment indicator has not been achieved optimally, as illegal waste disposal, unequal waste management services, and low community participation in waste sorting are still evident, although the daily waste collection target has been met. The integration indicator demonstrates effective coordination among the Environmental Agency, the district government, community groups, and the private sector in supporting waste management. Meanwhile, the adaptation indicator reflects the organization's ability to adjust service implementation by extending operational hours during periods of increased waste volume and developing innovations in waste utilization. This study contributes to the development of public administration studies on the effectiveness of local solid waste management and serves as an evaluation reference for local governments in improving waste management services through strengthening institutional capacity, enhancing supporting facilities, and increasing community participation.
