STRATEGY OF THE HOUSING, SETTLEMENT AND LAND AGENCY IN MEETING THE NEED FOR LIVABLE HOUSING THROUGH THE FLAT HOUSING PROGRAM IN BANDUNG REGENCY

ABSTRACT
Population density and land constraints in Bandung Regency pose serious challenges in providing adequate housing, especially for low-income communities. In response, the Bandung Regency Housing, Settlement, and Land Agency (Disperkimtan) has implemented the Rumah Susun (apartment) program as a housing provision strategy. This study aims to analyze Disperkimtan's strategy in meeting the need for decent housing through the Rumah Susun program, using Geoff Mulgan's strategy theory. Using an exploratory qualitative approach, data were collected through in-depth interviews, observations, and document analysis from key informants selected purposively. The results show that Disperkimtan's strategy has been formulated based on the five dimensions of Mulgan's theory: goals, environment, direction, actions, and learning. This strategy includes providing access to affordable housing, identifying internal and external challenges (budget, bureaucracy, policy), and concrete steps such as the construction and improvement of apartment infrastructure. Despite facing obstacles, the implementation of this strategy requires continuous evaluation and adaptation in accordance with the principle of learning from previous experiences. It is hoped that this strategy can increase the effectiveness of the program and contribute significantly to the fulfillment of livable housing in Bandung Regency
