COLLABORATIVE GOVERNANCE INWASTE MANAGEMENT AT THE CIANGIR FINAL WASTE DISPOSAL SITE (TPA) IN TASIKMALAYA CITY

Waste management at the Ciangir Final Waste Disposal Site (TPA) in Tasikmalaya City continues to face challenges, including an increase in waste volume, limited infrastructure, suboptimal implementation of sanitary landfill practices, and uneven stakeholder engagement. This study aims to analyze collaborative governance in waste management at the Ciangir Landfill in Tasikmalaya City using the Penta Helix model, which includes academia, the business sector, the community, the government, and the mass media. The research method used is qualitative with a descriptive approach. Data were collected through interviews, observations, and documentation, then analyzed through data reduction, data presentation, and drawing conclusions. The results indicate that collaborative governance in waste management at the Ciangir Landfill has not yet functioned optimally overall. The mass media sector has performed optimally as it plays a role in disseminating information, shaping public opinion, and promoting transparency. Meanwhile, the academic sector, the business community, the public, and the government still face limitations, such as academic studies that have not yet been used as the basis for policy, the lack of formal cooperation with the business community, limited public participation, and constraints in terms of budget, vehicle fleets, heavy equipment, fuel, and personnel. This study indicates that strengthening collaborative governance requires improved cross-sectoral coordination, optimization of infrastructure, management of leachate treatment facilities, and follow-up on cooperation with the business sector.
