FAKTOR-FAKTOR YANG MEMPENGARUHI PELAKSANAAN OTONOMI DAERAH PADA SEKTOR BIDANG KESEHATAN DI KABUPATEN BANDUNG BARAT

Abstract

Pelaksanaan Otonomi Daerah di bidang kesehatan menjadi urusan wajib yang harus dioptimalkan Pemerintah Daerah. Urusan wajib Pemerintah Daerah di bidang kesehatan yang harus diselenggarakan, diantaranya; Upaya Kesehatan, SDM Kesehatan, Sediaan Farmasi/Obat, Alat kesehatan dan Makanan serta Minuman, selanjutnya Pemberdayaan Masyarakat. Akan tetapi, tak jarang permasalahan timbul pada proses pelaksanaannya di Daerah seperti halnya di Kabupaten Bandung Barat. (dalam konteks ini pelaksanaan Otonomi Daerah pada bidang Kesehatan). Penelitian ini bertujuan untuk mengetahui dan meninjau kembali Faktor-faktor apa saja yang mempengaruhi pelaksanaan Otonomi Daerah pada bidang Kesehatan di Kabupaten Bandung Barat, dengan menggunakan metode penelitian deskriptif melalui pendekatan kualitatif berorientasi Grounded Theory Approach. Hal tersebut dilakukan peneliti guna memantapkan ataupun kemungkinan dapat mengembangkan/memodifikasi konstruk konsep gagasan dari kerangka teori yang sudah ada sebelumnya. Adapun hasil dari analisis penelitian ini menunjukan bahwa permasalahan yang timbul pada pelaksanaan otonomi daerah di bidang kesehatan Kabupaten Bandung Barat dipengaruhi oleh beberapa faktor seperti; Faktor Manusia Pelaksana, Faktor Organisasi dan Manajemen serta Faktor Pendukung Kinerja Organisasi.

The implementation of Regional Autonomy in the health sector is a mandatory business that must be optimized by the Regional Government. Mandatory Affairs of the Regional Government in the field of health that must be held, including; Health Efforts, Health Human Resources, Pharmaceutical / Drug Preparations, Medical Devices and Food and Beverages, then Community Empowerment. However, it is not uncommon for problems to arise in the process of implementation in the regions as well as in West Bandung Regency. (in this context the implementation of Regional Autonomy in the Health sector). This study aims to find out and review the factors that influence the implementation of Regional Autonomy in the Health sector in West Bandung Regency, by using descriptive research methods through a qualitative approach to Grounded Theory Approach. This is done by researchers to establish or possibly be able to develop/modify constructs of concept ideas from a pre-existingtheoretical framework. The results of the analysis of this study indicate that the problems that arise in the implementation of regional autonomy in the health sector of West Bandung Regency are influenced by several factors such as; Implementing Human Factors, Organizational and Management Factors and Supporting Organizational Performance Factors.
